Project Manager

Position Summary

Our client is seeking an experienced Base Operations Project Manager (PM) to support the U.S. Navy and other U.S. government agencies under the Base Operations Support (BOS) contract at Comalapa Air Base, El Salvador.

The PM will serve as the on-site representative of the company and the primary interface with the U.S. Government, ensuring all contract services are delivered to specification. This role requires exceptional leadership, organizational, and communication skills to oversee multidisciplinary teams, maintain operational compliance, and drive continuous improvement across all base operations.

Key Responsibilities

Leadership & Oversight: Provide strategic and daily leadership across all site functions, ensuring services are executed per contract requirements, schedules, and budgets. Represent the company with professionalism, transparency, and accountability.
Innovation & Efficiency: Champion technology adoption, process improvement, and data-driven decision-making to enhance reliability, reduce costs, and streamline operations.
Compliance & Governance: Ensure strict adherence to contract clauses, OPSEC protocols, safety procedures, and U.S. Government regulations. Maintain audit readiness and enforce corporate policies and ethical standards.
Workforce & Culture: Lead, mentor, and develop a diverse team to maintain a high-performing, safety-conscious, and inclusive environment. Promote professionalism and accountability at all levels.
Financial Stewardship: Manage budgets, monitor cost efficiency, and align expenditures with corporate financial controls to support sustainable operations.
Subcontractor & Stakeholder Relations: Coordinate with subcontractors, vendors, and government representatives to ensure seamless, compliant operations and timely issue resolution.
Security & Risk Management: Uphold OPSEC, cybersecurity, and site safety standards, ensuring compliance with all U.S. and host-nation directives.

Qualifications

U.S. Citizen
Fluent in English and Spanish
Active SSBI U.S. Secret Security Clearance
Available on-site during standard U.S. Government working hours (Monday–Friday)
5–10 years of Base Operations Support (BOS) management experience on contracts of comparable size and complexity
20+ years of military experience (rank O-4 or higher in logistics or supply chain) may substitute for direct BOS experience
Prior project management experience in Latin America is highly desirable

Location & Compensation

Location: Comalapa Air Base, El Salvador
Total Estimated Compensation: $160,000 - $175,000 annually
$2000 Housing Allowance
